Witnesses said the victim was operating the cement mixer when the walls on the ninth floor fell on him, killing him instantly.
Some residents questioned the quality of the construction and whether the owner had obtained the necessary approvals.
In response, the Delta State Government sealed the construction site and ordered an investigation.
Commissioner of Urban Renewal Michael Anoka visited the site and confirmed that an investigation would be conducted and the findings made public.
“There will be a further investigation into the building and the findings will be made public,” he said.
