The 26-year-old winger, who has scored 10 Premier League goals this season, has agreed to a five-and-a-half-year contract.
Other clubs, including Liverpool, Manchester United, and Tottenham, had also shown interest in the Ghana international, whose buyout clause was set to expire on Saturday.
“I am so proud to have joined Manchester City,” said Semenyo.
“I have watched City over the last decade under Pep Guardiola, and they have been the dominant team in the Premier League as well as achieving amazing things in the Champions League, FA Cup and League Cup.
“They have set the highest of standards and it’s a club with world-class players, world-class facilities and one of the greatest managers ever in Pep.”
Antoine Semenyo’s last contribution for Bournemouth was a stoppage-time winner against Tottenham, ending an 11-game winless streak for the Cherries.
Manchester City hope Semenyo can strengthen their squad across four competitions in 2026.
They currently trail Arsenal by six points in the Premier League and have upcoming fixtures in the FA Cup, League Cup, and Champions League.
The team’s options on the wings are limited, with Savinho injured and Omar Marmoush away at the Africa Cup of Nations (AFCON).
Semenyo’s transfer marks the first major deal of the January window for Premier League clubs.
City are also looking to bolster their defense after injuries to Ruben Dias and Josko Gvardiol, with Crystal Palace captain Marc Guehi, whose contract expires at the end of the season, being a top target.
Semenyo has quickly risen through the ranks after three loan spells with Bristol City early in his career.
He moved to the Premier League in 2023 and has developed into one of the league’s most dangerous wingers under Bournemouth manager Andoni Iraola.
“I have so much scope for improvement, so to be at this club, at this stage of my career, is perfect for me. It’s a real privilege to be here,” added Semenyo.
“My best football is yet to come, I am sure of that. And City are in a great position –- still involved in four competitions. I really feel I can help them have a strong second half of the season.”
He could make his debut on Saturday when City host third-tier Exeter in the FA Cup at the Etihad Stadium.
Meanwhile, Manchester United has sacked manager Ruben Amorim, ending his time at the club just 14 months after he took the job at Old Trafford.
