Chelsea Fined £10.75m And Handed Suspended Transfer Ban For Breaching Premier League Rules

Chelsea F.C. has been fined £10.75 million and given a one-year transfer ban that will only take effect if the club breaks the rules again within the next two years.

The punishment follows an investigation by the Premier League into a series of undisclosed payments made between 2011 and 2018, during the period when the club was owned by Roman Abramovich.

Authorities said the payments were made to agents and other third parties but were not properly declared.

Chelsea has also been banned from signing academy players for nine months, and that restriction takes effect immediately. The sanction relates to how the club registered youth players between 2019 and 2022.

The issue surfaced in 2022 when the club was sold to a group of American investors.

During the purchase process, a review of the club’s records uncovered the questionable transactions. The new ownership group reported the findings to the Premier League, the Football Association, and UEFA.

According to the Premier League, Chelsea’s decision to come forward and the level of cooperation they showed during the investigation helped reduce the severity of the punishment.

In response, Chelsea said they fully accept the settlement and appreciated the league’s recognition of their assistance throughout the inquiry.

This is not the first time the club has faced financial penalties over the matter.

In July 2023, UEFA fined Chelsea £8.64 million (10 million euros) after finding that financial reports from 2018 and 2019 under the previous ownership were incomplete.

Investigators identified at least six questionable payments linked to offshore companies connected to player transfers.

These payments, which ran into seven figures, were not included in the financial records the club submitted to football authorities at the time.

Some of the deals examined are believed to involve transfers for players such as Eden Hazard, Samuel Eto’o, and Andreas Christensen.

Football clubs are required to provide accurate financial information each year to both the Football Association and the Premier League. The same rule also applies to teams competing in tournaments organised by UEFA.

UEFA’s regulations only allow investigations to go back five years, which meant they could review potential violations only from the 2017/18 season onward.

The Premier League, however, does not have a time limit on how far back it can examine financial breaches.

KanyiDaily recalls that the Football Association had filed 74 charges against Chelsea for alleged breaches of agent payment rules spanning from 2009 to 2022.
