Liam Rosenior, the former manager of Strasbourg, has agreed to a deal that runs until 2032.
In the club’s announcement, the Englishman said he was “extremely humbled and honoured to be appointed”.
“This is a club with a unique spirit and a proud history of winning trophies,” he added.
“My job is to protect that identity and create a team that reflects these values in every game we play as we continue winning trophies.”
Earlier on Tuesday, while still in Strasbourg, the 41-year-old admitted the Chelsea offer was “an opportunity I cannot turn down”.
Liam Rosenior now steps into the job with Chelsea sitting fifth in the Premier League table.
